Dr. Toggia came to the department in 1998 and is a book review editor for African Identities. He has publications on the crisis of legal order and the rule of law in the Journal of Asian and African Studies. He also has a co-edited book on African state crisis by Ashgate in 2000. His most recent peer-reviewed article, "Configuring the 'Body Politic': Violence, Political Crimes and Justice in Ethiopia" was published in Africa Insight Journal in 2004. He has presented papers at national and international conferences, organized by the American Society of Criminology, the Academy of Criminal Justice Sciences, the African Studies Association, and the Pennsylvania Association of Criminal Justice Educators.

Dr. Toggia's academic and research interests are criminological theory, comparative justice systems, crimes against humanity, state crisis and legal order.
