KUCR Constitution

 

Article I. Name

The name of this organization shall be The Kutztown University College Republicans, hereafter referred to as KUCR.

 

Article II. Purpose

 

Section 1: The purpose of this organization shall be to make known and promote the principles of conservatism and of the Republican Party among members of the Kutztown University campus and surrounding community.

 

Section 2: The purpose of this organization is also to aid in the election of Republican candidates at all levels of government; to encourage and assist in the organization and active functioning of the Republican Party at local, state, and national levels; and to develop political skills and leadership abilities among Republican students as preparation for future service by them to the Party and community.

 

Article III. Membership

 

Section 1: General membership shall be open to any full-time Kutztown University undergraduate student who has paid the Student Activity fee during each semester of membership.
               

      A. Active Member status is given to those that meet the following criteria:

a. Attend at least one of every three meetings throughout the semester.

b. Participate in at least one KUCR event per semester.

 

NOTE: THIS ACTIVE STATUS IS FLOATING WITH REGARDS TO  ONE OF ANY THREE MEETINGS AT ANY GIVEN POINT IN THE SEMESTER. SHOULD YOU ATTEND ONE, MISS TWO, AND THEN ATTEND THE FOURTH, YOU ARE STILL CONSIDERED ACTIVE. MISS ANOTHER TWO AND ATTEND THE EIGHTH, YOU ARE STILL ACTIVE, ETC. THIS LIST IS MAINTAINED BY THE PRESIDENT BASED ON ATTENDANCE AT MEETINGS AND EVENTS AS COMPILED BY THE SECRETARY.

 

B. Active members are given the privilege to vote on measures at meetings. Their voting eligibility is only revoked should they lose active status or fail to abide by the rules of this constitution and/or those set forth by Kutztown University. 

 

Section 2: Regular Member status is given to part-time students, graduate students, professional students, faculty, staff, or administrators at Kutztown University. Regular Members cannot achieve active status, but are given the option to participate in any and all activities the KUCR plans and holds. 

 

Section 3: Consistent with all applicable federal and state laws and University policies, the KUCR and its subordinate bodies and officers shall not discriminate as Kutztown University policy describes in its selection of members, educational programs, or activities. 

 

Article IV: Officers 

 

Section 1: Officers of the organization, referred to collectively as the Executive Board, shall be as follows: President, Vice President, Treasurer, and Secretary. 

 

Section 2: The election of officers to serve for the following annual term shall take place on the twelfth (12) Tuesday of the Spring semester. 

 

A. Nominations will be made from the floor by any active members during the meeting prior to the election.

B. Elections will be held by secret ballot and require a simple majority vote by the regular membership, including absentee ballots submitted prior to the election.

C. Officers shall serve for one (1) annual term which shall begin immediately after being elected and last until the next election. This term includes serving over the summer months. 

 

Section 3: Officers shall not be on academic or university probation at the time of their election and throughout their term of office. This includes any violation as determined by U.S., state, and local law; anything the Pennsylvania Federation of College Republicans and College Republican National Committee deems inappropriate to the greater good of the College Republican body; and anything in violation of University guidelines. 

 

Section 4: The officers’ line of succession in meeting or function due to illness or other unforeseeable event shall be as follows: President, Vice President, Treasurer, and Secretary. 

 

Section 5: Duties of officers shall include, but not be limited to, the following: 

 

A. The President

a. Is responsible for conducting organization business.

b. Is responsible for calling and administering meetings.

c. Shall cosign checks with the Treasurer.

d. Shall act as the official spokesperson for the organization.

e. Has final say over all matters which do not require a vote by the Executive Board and/or the regular membership.

f. Is not eligible to vote unless as tiebreaker.

 

B. The Vice President

a. Shall assume the duties of the President in his/her absence.

b. Shall assist the President at meetings and in general.

c. Shall represent the KUCR at state and national functions.

d. Shall cosign checks with the Treasurer if the President does not sign.

 

C. The Treasurer

a. Shall assume the duties of the President in the absence of both offices of the President and Vice President.

b. Shall report on the financial situation of the organization at each regular meeting.

c. Shall maintain financial records that are accurate and accessible.

 

D. The Secretary

a. Shall assume the duties of the President in the absence of the President, Vice President, and Treasurer.

b. Shall hold the key to the KUCR mailbox and handle all official correspondence.

c. Take minutes at every meeting or appoint the responsibility if absent.

d. Maintain a notebook of all official KUCR documents and correspondence.

e. Distribute flyers to publicize meetings, as well as issue e-mails or other public announcements. 

 

Article V. Removal of Officers 

 

Section 1: Officers failing to fulfill the given responsibilities and duties may be removed by the active members of the KUCR. 

 

Section 2: A written grievance by the members seeking removal must be submitted no less than five academic school days prior to the officer’s defense. 

 

Section 3: The officer in question will be allowed a one half-hour defense during the meeting with which the vote of removal will be held. To effectively remove the officer, a 2/3 vote of the active membership is required. 

 

Article VI. Replacement of Officers 

 

Section 1: Any vacant officer position must be filled by regular election immediately.

            A. In the event of vacancy of the President, the Vice President will assume the presidential role, as required by line of succession.

B. A new Vice President must be elected through the election process by the next KUCR meeting. 

 

Section 2: All other Executive Board positions found to be vacant shall be filled by member election by the next KUCR meeting. Any person elected to fill a vacancy shall serve as officer until the next annual election.

 

Article VII. Meetings 

 

Section 1: A regularly scheduled general meeting shall be held at least once per month for each month in the current semester. The President may call additional meetings when the need arises. 

 

Section 2: A quorum shall consist of a simple majority of active members. 

 

Section 3: A quorum and at least one (1) member of the Executive Board shall be present in order for any official business to be conducted. Official business shall include elections of officers and any other major decisions affecting the organization. 

 

Section 4: In following of the United States Senate, a meeting shall commence with the Pledge of Allegiance and Prayer by any member of the KUCR. Following this, the Vice President, Treasurer, and Secretary will give their briefing to the KUCR for no more than eight (8) minutes total. 

 

Article VIII. Affiliation 

 

Section 1: The KUCR shall be affiliated with the College Republicans National Committee and the Pennsylvania Federation of College Republicans. 

 

Section 2: The KUCR shall abide by this constitution and by-laws and this constitution and/or the rules, regulations, or policies of Kutztown University.  

 

Section 3: In instances of conflict, this constitution and/or rules, regulations, or policies of Kutztown University shall take precedence over the constitution or by-laws of the College Republicans National Committee and the Pennsylvania Federation of College Republicans.

 

Article IX. Parliamentary Authority 

 

The parliamentary rules contained in the most recent edition of Robert’s Rules of Order, Newly Revised shall govern the KUCR in all cases in which they are applicable and in which they are not inconsistent with this constitution.

 

Article X. Amendments and Ratification 

 

Section 1: All amendments to this constitution require notice of one (1) week prior to being discussed and voted upon by the active members. 

 

Section 2: All amendments require a 2/3 vote of quorum for adoption. 

 

Section 3: This constitution is ratified by the members of the KUCR. Upon chapter ratification, in agreement to any Student Government Board policies and/or procedures, the KUCR will submit the constitution to the Student Government Board for organizational registration. 

 

Article XI. Advisor 

 

Section 1: The advisor of the KUCR shall be determined by the President upon informal consensus of the Executive Board and s/he shall be a professional member of the faculty and/or staff employed by Kutztown University of Pennsylvania. 

 

Section 2: As allowed by the Office of Student Involvement and the Student Government Board, a second advisor may be chosen.

 

Article XII. Organizational Compliance 

 

This organization shall abide by all laws and policies set forth by Kutztown University and the Student Government Board.
