Dr. John McCarthy comes to Kutztown University from
his most recent position at the State University of New
York at Oswego where he was Assistant Dean for
Accreditation and Assessment, where he coordinated
preparations for National Council for the Accreditation
of Teacher Education (NCATE) and was a key participant
in the university's Middle States accreditation
preparations. Prior to this appointment, John served as
the Director for the Office of Program Evaluation and
Assessment at the New York College of Osteopathic
Medicine of the New York Institute of Technology, where
he was lead author and developer of an institutional
(medical college) Longitudinal Student Learning Outcome
Assessment Plan.
Dr. McCarthy is sensitive to the fact that
institutions of higher learning have come under
increasing pressure to prove accountability and
demonstrate institutional effectiveness and continually
improve student learning. Therefore, Dr. McCarthy
believes it is critical that the mechanisms we utilize
to produce evidence-based outcomes are indeed meeting
the institution's stated mission, objectives, and goals.
Dr. McCarthy brings a wealth of knowledge and experience
to the Kutztown University's Associate Dean position in
accreditation and compliance, outcomes assessment,
curriculum development, strategic planning, and program
evaluation.
John holds a doctorate in Leadership in Higher
Education with certification in Program Evaluation, from
the Margaret Warner Graduate School for Education, of
the University of Rochester. He earned his Master of
Science degree in Special Education and Bachelor of Arts
in Psychology, from Mansfield University. A native
Pennsylvanian, John still has family in the Mansfield,
PA area and three (of four) adult children and a
granddaughter in the York, PA area and his oldest son is
residing in Seattle, WA. John is an avid motorcyclist.
