FREQUENTLY ASKED QUESTIONS

 

 Where can I find information on Invitations for Bids (IFB) or Request for Proposals (RFP) for construction projects or services that are currently being advertised for Kutztown University?

 How do I obtain a Bid/RFP packet?  Bid/RFP packets may only be obtained from either the University or its Professional as per the instructions found in the advertisement.  You will need to submit a written request (letter, fax or email) to the appropriate Issuing Office and include all applicable company information.

 Can I obtain a Bid or RFP packet prior to submitting the required fee?  No.  The Bid/RFP packet will not be provided until the applicable fee (if required) is received.  You will also need to provide the University with a written request for the packet which includes your company information.

May I obtain a Bid or RFP packet from any other sources besides the University or the University’s Design Professional?  The University will not accept bids or proposals from companies that have not requested and received the official bid/proposal packet from the Issuing Office (Kutztown University, or its assigned Professional).

 Where can I find a list of companies who have obtained a Bid or RFP package for a pending project?

 May I view plans, specifications, and drawings for a Bid or RFP project without purchasing the packet?  Yes.  Bid and RFP packets may be viewed at the Bidders or Builders Exchanges specified in the packet. Reproduction/redistribution of the bid/RFP packet, plans, specifications, or drawings is not authorized without the expressed written consent of Kutztown University.

 If I do not attend a mandatory pre-bid or pre-proposal conference, will my bid/proposal be accepted?  No.  The University will not accept bids/proposals from any company that does not attend the mandatory pre-bid or pre-proposal conference.

 Will bids/proposals be accepted after the due date and time?    Bids and proposals delivered after the submission deadline, regardless of the reason for lateness, will be automatically disqualified and will be returned to the bidder/proposer.  The University’s official time for bid/proposal receipt is the US Naval Observatory Master Clock Time (Eastern/Local Time): http://tycho.usno.navy.mil/.  If, due to inclement weather, natural disaster, or any other cause, the University is closed on the due date and time, the deadline for submission shall be automatically extended until the next University business day (and time of day specified in the Invitations for Bids/Request for Proposals) on which the University is open, unless you have been notified otherwise by the University.  The bidder/proposer is solely responsible for assuring that its submittal arrives prior to the deadline. 

 Are bids/proposals accepted at any other location than the one designated in the Invitation for Bids or Request for Proposals?   No.  The bidder/proposer is solely responsible for ensuring that their bid/proposal arrives at the designated location specified in the bid/RFP packet.

 Are bonds required? 

Bid Bond:  Typically, the University requires that a Bid Bond in the amount of 5% of the most expensive Base Bid Lump Sum price must accompany the bid/proposal.  A Bid Bond guarantees the bidder’s promise to enter into a contract in the event their bid is accepted. 

Contract Bond: This will always comprise a Performance Bond, Payment Bond, and occasionally a Maintenance Bond, and typically will be 100% of the accepted Base Bid.  A Performance Bond guarantees the contractor will perform in accordance with the plans, specifications, terms and conditions of the contract.  A Payment Bond guarantees that all suppliers and laborers, including subcontractors will be paid.  A Maintenance Bond will be required when the University wants additional warranty.

 What is a “RESPONSIVE” Bid?  A responsive bid is a bid that is a complete response to the Invitation for Bids or Request for Proposals. One that contains all elements required to be submitted with the bid/proposal and in the format required.  It is one that conforms in all material respects to the requirements and criteria of the IFB or RFP. 

 What is a “RESPONSIBLE” Bidder?  A responsible bidder is one that has been determined to have the necessary technical, managerial, and financial capability, integrity, and reliability to perform the work.  A bidder with the capability in all respects to perform the contract requirements, which will assure good faith performance.

 If I am the successful bidder/proposer, how will I be notified?  Award will be consummated by a Notice of Award letter mailed to you.
