The committee agreed to allow each member to send a substitute to BRC meetings if needed from his or her constituency. However, a policy of "no voice, no vote, all ears" will be maintained for all substitutions. A motion passed to accept the rule. A motion passed to accept absentee ballots from members of the committee. A principle was penned by Lynold McGhee. There was a discussion ok KU Decentralization Goal Setting.

Format for the West Chester University was discussed. A list of questions should be formed. Review of handout, "Possible Decentralization Outcomes" sheet. Handouts from J. Silberman, "A Decentralized Budgeting Mind Map", "Decentralized Budgeting Issues According To Dubeck and Curry/Strauss", and "USC Princples of Revenue Center Management" were distributed and discussed. Data was given on schools where decentralization failed.

West Chester University visit - asked questions, looked at their goals and will use as a model.

Discussed the "Proposed Decentralized Budget Principles" - renamed to "University Decentralized Budget Principles". J Silberman will build a proposed decentralized budgeting model for KU based on the West Chester model. The group will review the model and various implementation options. Upon completion of the analysis, J. Silberman will consult with the BRC for reaction.

On April 21, 2006, the Strategic Planning and Resources Committee approved the Decentralized Mission and Principles document created by the BRC. The work on constructing a KU decentralization model along the lines of the West Chester model is in progress. A separate implementation committee will be formed. The beginnings of the budget decentralization should be in place and started July 1, 2007, for the 2008 fiscal year.

W. Bateman, J. Silberman, and Matt Delaney from KU plus WCU financial officers visit Seton Hall for a presentation of the fiscal software package they use for budgeting purposes.
