Bylaws

  1. PURPOSE

    The Strategic Planning and Resource Committee is established as an official committee reporting to the University Senate and is responsible for:

    • Identifying and monitoring strategic initiatives
    • Advising the President and the Senate on critical strategic issues
    • Linking critical strategic issues to the budget and recommending priorities
    • Providing oversight to the program review process to ensure that resources are considered, that issues which affect more than one program are addressed, and that new program initiatives are brought forth for consideration, and
    • Maintaining effective communication with the University Community

  2. MEMBERSHIP SELECTION AND TERMS

    The committee will meet as often as needed throughout the academic semester with much of the work being done by the designated subcommittees.

    1. Composition
      1. Faculty Representatives: APSCUF President or designee, University Senate President or designee, and ten representatives elected through the Senate (two faculty from each undergraduate college, one faculty member from Graduate Council, and one individual from Unit 1 or Professional Staff).
      2. Management Members: President of the University, Provost, Associate Provost, all Vice Presidents, Administrative Council Chair or designee, Library Director, Assistant to the president for Human Diversity, and Assistant to the President for Planning and Information Technology.
      3. Other Members: Representative from the Alumni Board, a student from the Student Government Board, and the Assistant to the president for Planning and Information Technology’s administrative assistant.
    2. Terms
      1. Faculty elected through Senate serve for a staggered three year term.
      2. Officers of the committee and chairs of the subcommittees are elected by the full committee to serve for one year. Individuals may serve more than one term.
      3. The Assistant to the President for Planning and Information Technology’s administrative assistant serves as secretary.
    3. Duties
      1. The officers of the committee are the Chair, Vice Chair, Vice Chair, Communications liaison, and the President of the University. These officers of the committee are responsible for ensuring that the work of the Committee is carried out.
      2. The Strategic Planning and Resources Committee has three standing subcommittees: Strategic Initiatives Subcommittee; Budget Subcommittee, and Program Review Subcommittee. Members of these subcommittees may be appointed from outside the Strategic Planning and Resource Committee. Subcommittees are responsible for carrying out specific charges assigned by the committee.
      3. Members of the Strategic Planning and Resource Committee are responsible for reporting issues to their constituencies and for bringing forth issues from those bodies. College representatives are encouraged to stimulate participation from all departments within their Colleges

  3. VOTING PRIVILEDGES-QUORUM-50% MEMBERSHIP +(1)

    1. All members of the committee except for the chairperson and the president of the university will have full voting privileges. The chairperson will vote in case of a tie.
    2. Amendments of the Bylaws shall require a two-thirds majority of the total voting membership.

  4. AGENDA

    1. The Agenda shall consist of the following in order of priority:
      1. Call to Order
      2. Approval of Minutes
      3. Announcements
      4. Old Business
      5. New Business
      6. Adjournment
    2. A call for agenda items will be sent out to all members of the committee with a copy of the minutes and a draft agenda one week prior to the meeting.
    3. The final agenda for the meeting will be available for the members of the committee on the day of the meeting.

  5. RULES OF ORDER
    1. Robert’s Rules of Order will govern the committee’s procedures in all cases where applicable
    2. A quorum will consist of a simple majority of the members of the full committee.
