Public Safety and Police Services oversee parking
and how it is managed on campus. Two major
changes have been implemented within the last year:
zoned parking and on-line vehicle registration.
Zone parking helps ease overcrowding and in the
assignment of a specific parking lot to a specific
student. On-line vehicle registrations
simplifies the process of registering and changing
registration of vehicles for campus parking by being
able to complete it all online. For more
information on parking and designated zones, see
http://www.kutztown.edu/admin/PublicSafety/motor_regs.html
for more information.
Parking On Campus:
Parking on campus is coordinated through the Office of Public Safety
and Police Services (PS/PS). PS/PS's main functions on campus are the protection of life and property, traffic and parking control, the enforcement of laws, rules, and regulations and maintaining a safe and secure environment. As with many colleges, parking availability at convenient locations and times is at a premium. As a result, parking at Kutztown University can sometimes be a competitive sport! The best advice is to allow for plenty of commuting time and realize that although there are plenty of spaces to park on campus sometimes there just are not enough spaces at the most convenient locations.
Vehicle Registration:
Vehicle registration can only be completed online
via the online student services program. To
register a vehicle go to the following website and
login:
https://portal.kutztown.edu/oss/login.asp
. After you have your vehicle registered
online, the decal can be picked up in Old Main
13 with your vehicle registration and valid
driver's license. It costs $25 per semester or
$40 per year for a permit.
Enforcement:
Parking regulations are strictly enforced on campus by
parking enforcement officers. Most
infractions such as parking in faculty/staff (yellow lined spaces) or
meter violations result in $15.00 (or higher) parking fines.
Failure to pay fines can result in a student’s inability to
register for courses and/or receive grades.
Appeal Process: If you feel a mistake has been made in the issuance of a traffic citation
or parking ticket, an appeal can be submitted to the University Traffic Bureau. Appeals should be made through Public Safety and details on how to file appeals can be found on all traffic tickets. Appeals may also be submitted on line at:
http://www.kutztown.edu/divisions/studentservices/departments/psps/park/appeals.aspx
Campus Shuttle:
As part of the parking fee students pay, the
University provides an on-campus and off-campus
shuttle system to help students get around
campus. The campus shuttle runs from
7:00AM to 11:00PM each weekday and only operates
during regular semester weekdays. There is also
a late night shuttle loop. The shuttle bus
provides accommodations for riders in
wheelchairs. In order to ride the shuttle,
present your valid KU student ID. For more
information and up to date loop schedules please

Parking Meters:
Parking meters can be found at selected parking areas such as the South Dining Hall and the McFarland Student Union parking
lots. The purpose of these meters is to promote vehicle turn-over in order to allow students access to important services rather than provide all-day parking. Parking meter enforcement times vary by location so be sure to check the on-site regulations. The cost is 10 cents per 15 minutes with a maximum of 60 minutes.
Borough Parking:
When parking in the borough of Kutztown, be aware of all areas where parking is restricted and pay attention to signs and time limitations as parking attendants are very active.
How to Avoid a Parking Ticket On Campus:
- Loaner Vehicle:
If you will be using a vehicle other than one
that has been registered with Public Safety & Police
Services, you must obtain a temporary placard from
the Communications Center (Old Main). If you
will be using the "loaner" vehicle for more than one
(1) week, it must be registered with Public Safety.
- Vehicle Breakdown: Notify Public Safety immediately and obtain a "DISABLED VEHICLE" placard from the Communications Center to place on your dashboard.
- Park in the Right Spot:
Students must park in their assigned lot but
also need to park in white lined spaces and
correct designations (zones).
- Resident Students: Vehicles with
"R", "GB", and "UP"
decals are not permitted to be parked on North
Campus Monday - Friday between 7:00 AM - 4:30 PM.
Exceptions must be registered through and approved
by Public Safety. All Resident vehicles will
be assigned to C1, C2, C3, C4, and D1 lots on South
Campus. These lots are enforced 24 hours a day
and the decal must be displayed on the vehicle.
-
Commuter Students with 32 or more Completed
Credits: Commuter students in this classification will be
assigned a "C" decal and must park their
vehicles in a white lined space in lots A2, A3, A4,
A5, A6, B2, B3, D3, E1, or F1 and the decal must be
displayed on the vehicle.
-
Commuter Students with less than 32
Completed Credits:
Commuter students in this classification at the beginning of the fall semester will be assigned a "CF" Orange Decal and MUST park their vehicles in the Fairgrounds "ONLY" (Southern portion/orange area) during non-open parking hours and the decal must be displayed on the vehicle.

Myth: Commuter students all fit the same mold.
Reality: Commuters are diverse in all ways: age, racial/ethnic identity, family status, how they get to campus, distance they commute, living arrangements, etc.
