  • Biography
    Dr. Garrison has more than 15 years of criminal justice academic and practical experience. Before joining academia, Dr. Garrison was a Pre-Sentence Investigation Officer for the New Castle County Delaware Family Court before taking a position as a criminal justice planner with the Delaware Criminal Justice Council (CJC).

    During his 11 years at the CJC, he supervised the planning of various federal criminal justice program funding sources including the Byrne Memorial Block Grant, the Weed and Seed grant, and the Juvenile Justice grant. As Senior Researcher, Dr. Garrison wrote more than 25 policy reports and evaluations on various initiatives including drug treatment, adult and juvenile crime prevention and reduction programs, crime pattern analysis, and law enforcement crime reduction programs. He also has presented more than 30 papers at various state, regional, and national criminal justice and policy conferences. He has published more than 30 articles in various peer-reviewed journals and law reviews. During his tenure at CJC he was detailed to serve as the Project Director for the initial Wilmington Hope Commission in 2005-2006 which developed the "Wilmington Plan" to reduce crime and violence in the City of Wilmington, Delaware.

    Dr. Garrison’s research includes constitutional law, legal history, criminal justice policy, and race and criminal justice. Dr. Garrison received his B.A. in Political Science from Kutztown University, M.S. in Criminal Justice from West Chester University, and his Doctor of Law and Policy from Northeastern University.
