Campus Safety Escort Program
Kutztown University Public Safety & Police Services is dedicated to ensuring the safety and security of all members of the campus community. To uphold this commitment, the KUPD Campus Safety Escort Program is provided to students, faculty, and staff who feel unsafe while walking on campus or between campus and nearby off-campus locations. Safety escorts are typically provided during the hours of darkness (dusk to dawn). Safety escort services during daylight hours require documentation of a specific safety concern.
Service Procedures
To request a safety escort, individuals must call (610) 683-4002. All emergencies are to call 911 or (610)-683-4001.
Upon receipt of a request, the following information will be required:
- Name
- Contact telephone number
- Current location
- Intended destination
Police personnel will verify the identity of the requester as a current student, faculty, or staff member of Kutztown University.
The escort will be provided by a combination of sworn police officers or security staff members. University Police reserve the right to determine the method of escort, which may be a walking escort or transport via a motor vehicle, based on operational factors and the circumstances of the request.
Service Limitations and Precedence
University Police may deny escort service if the request falls outside the intended scope of the service or the location is beyond a reasonable perimeter of the campus.
In the event that an officer or security staff member receives an emergency call for a police service, such calls must take precedence over the escort request. Priority is given to emergency response, including, but not limited to, reports of crime, accidents, or alarms. If an escort is delayed due to a higher-priority call, the requester will be notified via phone with an estimated time of arrival.
Inappropriate Requests
The KUPD Campus Safety Escort Program is a safety-driven resource and is not intended for convenience. Examples of inappropriate requests include, but are not limited to:
- Convenience: Requests solely for the purpose of avoiding a walk when no safety concern exists, such as transportation to off-campus social gatherings or non-nearby commercial establishments (e.g., a store) or seasonal weather conditions.
- Medical Emergencies: Requests for the escort of individuals who appear to be extremely intoxicated to the extent that medical intervention is necessary. In such cases, police personnel will prioritize summoning emergency medical services and taking other appropriate actions as dictated by policy and law.

We ask the community to utilize the KUPD Campus Safety Escort Program responsibly and restrict requests to appropriate circumstances to ensure the effective allocation of resources for the overall safety needs of the campus.
