ASPIRE: Accelerated Special Education Program for In-Service Resident Educators offers certified Pennsylvania educators a fast, affordable way to earn PK–12 Special Education add-on certification in just 15 months at zero cost. Please note that this program is designed for educators with active certification in a non-Special Education area.
This 27-credit program combines online graduate-level coursework, a special education teacher internship, and opportunities for paid substitute teaching. Combined with 100% tuition coverage and an $8,000 living stipend, ASPIRE removes financial barriers so educators can earn income, gain experience, and expand their credentials in a critically high-need area.

Program Timeline and Format:
ASPIRE cohorts begin each May and conclude the following August, allowing a seamless transition into employment at the start of the academic school year. Participants complete nine graduate courses totaling 27 credit hours. Coursework is primarily asynchronous, with any live online meetings scheduled in the evenings.

Special Education Teacher Internship:
Beginning in June during Extended School Year, participants are engaged in their internship three days per week. Experience is gained through assisting a mentor with responsibilities such as progress monitoring, data collection, small-group and one-on-one instruction, and IEP writing.
Participants may also work up to two additional days per week as paid substitute teachers.
Internships and substitute teaching take place in a district that has partnered with Kutztown University for this initiative. Current ASPIRE partners include:

- Submit the graduate application and provide:
- Resume, official transcripts, & active PA teaching certification (or certification test scores if licensure is pending)
- Qualified applicants will interview with university and partner district representatives
- Successful candidates begin coursework and internship during the Summer I semester
DEADLINE: To begin the 2026-27 cohort on time, applications must be submitted no later than May 1, 2026.

Is the program tuition-free?
Yes. This is a tuition-free certification program funded in part by the Pennsylvania Department of Education Accelerated Program for PK-12 Special Education Teacher Certification grant. Tuition is fully covered, and participants receive an $8,000 living stipend in addition to any income earned through substitute teaching.

I'm currently student teaching. Can I still apply?
Yes! Teacher candidates of any grade band or subject area who want to add PK–12 Special Education certification can apply for this program during their student teaching semester. This program is designed to facilitate an add-on certification route for pre-service teacher candidates.

Where can I complete my special education internship?
Internships are coordinated with a district who has partnered with KU for this initiative. Our current partner districts include: Antietam, Brandywine Heights, Kutztown Area, Schuylkill Valley, and Tulpehocken Area. These districts cover the Berks County, Lehigh Valley, Montgomery County, and Schuylkill County.

Do I have to complete unpaid student teaching?
No, the embedded teacher internship fulfills the clinical experience component required to add-on PK–12 Special Education certification.

Is the coursework stackable with a master's degree?
Yes. The coursework is stackable with KU's Master's of Education in Multicultural Education: Special Education.

Does the program count towards Instructional II certification and Act 48 requirements?
Yes. In addition to earning PK–12 Special Education add-on certification, participants complete graduate coursework that supports continuing education requirements for Instructional II certification and Act 48.
