John Gallagher, PhD, LCSW, LCAC

Biographical Statement:

Dr. John Gallagher, PhD, LCSW, LCAC, is a social worker and criminal justice reform researcher.  He is a Licensed Clinical Social Worker (LCSW) and Licensed Clinical Addiction Counselor (LCAC) who has provided addiction and mental health counseling since 2002.  He has developed a national reputation for excellence in treatment court research, and he has served as the principal investigator or research consultant on nearly $10 million in federal and state funding.  Dr. Gallagher has worked on projects funded by the State of Hawaii, Bureau of Justice Assistance (BJA), and the Office of National Drug Control Policy (ONDCP) Executive Office of the  President of the United States. His research has been published in over 50 peer-reviewed journal articles and he has facilitated over 200 presentations on many topics, such as best practices in working with women and African Americans in treatment court, the use of medications for opioid use disorder (MOUD) to support recovery, and social work ethics.
